Head of Finance & Supply Chain Management (SCM)
The Head of Finance & Supply Chain Management will be responsible for providing strategic leadership and overall management of the Foundation's financial and supply-chain functions, ensuring alignment with its strategic and operational objectives. The role encompasses budgeting, financial planning and reporting, treasury and cash-flow management, accounting, procurement, inventory and logistics management. The position will also ensure compliance with applicable financial regulations, statutory requirements, governance standards and approved procurement procedures.
Key Responsibilities
- Review, maintain and improve existing financial, procurement and supply-chain policies, systems and internal controls, and develop and implement new policies and standards where necessary.
- Oversee financial accounts, financial reporting and treasury management and support internal and external audits.
- Ensure compliance with applicable financial regulations, taxation requirements, accounting standards, statutory obligations and governance requirements.
- Manage strategic financial planning, financial risk and the effective utilization of the Foundation's resources.
- Advise the Board and senior management on financial strategy, sustainability and cost optimization.
- Oversee procurement and supply management, ensuring transparency, accountability, value for money and compliance with applicable regulations.
- Manage inventory, warehousing, logistics and supply-chain processes to ensure uninterrupted nationwide ambulance operations.
Required Qualifications & Experience
- A Master's degree in Accounting or Finance, together with a minimum of eight years of relevant managerial experience.
- A Bachelor's degree in Accounting or Finance, together with a minimum of twelve years of relevant managerial experience.
- Possession of a recognized professional qualification in accounting, such as CA Sri Lanka, CIMA, ACCA or an equivalent qualification, will be a distinct advantage.
In addition, candidates must demonstrate:
- Proven senior-management experience in finance, budgeting, financial reporting, budgeting and procurement and supply-chain operations.
- Strong knowledge of applicable accounting standards, statutory requirements, corporate governance and procurement procedures.
- Experience in managing finance and supply-chain operations within the public, government, public-sector, healthcare or emergency-services organization will be a distinct advantage.
- Exceptional analytical, communication, decision-making and problem-solving skills, with the ability to lead multidisciplinary teams.
General Conditions
- Preference will be given to candidates with experience in large-scale or public-sector organizations.
- Willingness and ability to provide leadership on a 24/7 basis during emergencies and critical incidents.
- Must be a citizen of Sri Lanka.
- Age 45 years and below.
