Head of Risk & Compliance

The Colombo Port City Economic Commission (CPCEC) is the Government Authority entrusted with the administration, regulation, and control of all matters related to businesses and operations within the Area of Authority of Colombo Port City. Established by the Colombo Port City Economic Commission Act, No. 11 of 2021, the CPCEC also serves as the Single Window Investment facilitator for promoting ease of doing business within Colombo Port City, towards creating a business enabling environment.

Position Summary

Reporting directly to the Director General, the Head of Risk and Compliance will play a critical role in establishing and strengthening the risk management, governance, and compliance framework of the CPCEC. The CPCEC seeks a highly motivated, detail-oriented, and ethical professional to lead this function and foster a strong culture of risk awareness, accountability, and regulatory compliance across the organisation.

Key Responsibilities

  • Lead, Develop, Implement, and maintain the CPCEC's Risk Management framework.
  • Lead and oversee due diligence, KYC, AML/CFT/PF and onboarding risk assessments related to Authorised Persons and other regulated entities.
  • Design and oversee the implementation of compliance policies, procedures, and internal controls.
  • Ensure compliance with applicable laws, regulations, and CPCEC regulatory frameworks.
  • Identify, assess, and monitor regulatory, financial, operational, and strategic risks.
  • Maintain relevant policies, procedures, and compliance records.
  • Assist in carrying out periodic internal audits, compliance reviews, and risk assessments.
  • Prepare and present risk and compliance reports to senior management and the CPCEC.
  • Liaise with regulatory authorities, auditors, and government agencies.
  • Assist in the investigation and resolution of compliance breaches and risk incidents.
  • Provide strategic advice to CPCEC on risk, compliance, governance, and regulatory matters.

Qualifications, Experience & Skills

  • Minimum 5 years of experience in risk management, compliance, internal audit, AML/CFT/PF, or a related field at Senior Level.
  • Bachelor's degree in business administration, Law, Risk Management, Compliance, or a related discipline.
  • Professional qualifications in Compliance, Risk Management, AML/CFT/PF, or Governance will be an added advantage.
  • Sound knowledge of regulatory requirements and corporate governance principles.
  • Strong analytical, reporting, and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • High level of integrity, professionalism, and attention to detail.
