Housing Construction Technical Specialist
Role Summary
Position: Technical Officer - Housing Construction
Location: Puthukkudiyiruppu Divisional Secretariat Division, Mullaitivu District
Duration: 6-month fixed-term contract (full-time), with possible extension based on project performance and funding.
About the role: The Technical Officer will provide hands-on technical guidance, quality assurance, and supervision for home building and repair projects in the Mullaitivu District, ensuring work meets approved designs, engineering standards, and safety requirements.
Key Responsibilities
- Technical assessment & planning: Conduct site assessments, identify technical risks, and prepare Bills of Quantities, cost estimates, and technical drawings.
- Construction monitoring & supervision: Monitor construction from site clearance to finishing, verify material quality, and certify construction milestones.
- Guidance, coordination & reporting: Mentor contractors and tradespeople, coordinate site meetings, maintain technical records, and submit progress reports.
- Compliance & quality assurance: Ensure adherence to National Building Standards, donor requirements, and health, safety, and environmental compliance.
- Monitoring, evaluation & learning: Contribute to M&E activities, beneficiary verification, and document lessons learned.
Requirements
- Diploma/HND in Civil Engineering, Construction Technology, or a related field (Bachelor's degree is an advantage).
- At least 3 years' experience in housing construction or construction supervision.
- Experience preparing BoQs and supervising contractors.
- Strong communication skills and ability to work independently in the field.
- Comfortable with frequent travel between rural construction sites; valid motorcycle licence is an advantage.
- NGO/INGO or donor-funded project experience is an advantage.
