Information Management Manager (IM Manager)

Role Summary

The IM Manager is primarily responsible for the management, maintenance and analysis of programme operational data, and the production of accurate, informative mapping using ArcGIS to inform guide and managers. Operations M and GIS are fundamental to HALO's work.

Key Responsibilities

  • Management of data in HALO's Global Operations Information Management System (GO-IMS).
  • Manage, support and mentor the existing IM department.
  • Establishing a clear data flow with suitable quality assurance and control mechanisms to ensure accuracy of data received from field operations.
  • Develop database reporting tools using queries/plugins in PostGreSQL.
  • Design and maintaining scalable internal systems for accurate efficient and collection strong a range of operational data.
  • With Operations Management, design, develop and implement suitable Monitoring and Evaluation tools to assist the programme to understand the humanitarian impact of its operations.
  • Develop and implement training sessions with operations support in the use of physical and/or digital, mobile data collection techniques.
  • With Operations Management, quality control of all operational data from quality control of all operational data from mine clearance operations.
  • Production and maintenance of programme geospatial data, for example fixing polygons and geometries for use in desktop, webmapping and mobile applications.
  • Production of accurate, informative and creative mapping using ArcGIS to inform guide and managers.
  • Production of maps, infographics and other data visualization to accompany donor reports, presentations and for other external and internal uses.
  • Use of ArcGIS, QGIS, and other source, and other data with Information Management and GIS tools to produce analysis on the presence and impact of removals of war.
  • Ensure all programme operational data is submitted accurately and on time to meet all reporting obligations to authorities, donors and other third parties.
  • Use other platforms (e.g. Power BI, ArcGIS Dashboard) for monitoring and evaluating HALO operations and internal data and trends.
  • Use ETL tool for data use from THE FMAS.

Requirements/Qualifications

Essential:

  • Bachelor's degree in GIS, information systems, computer science or related discipline. Lower level of education with relevant experience may be considered.
  • Experience in managing large datasets and relational databases.
  • Experience and knowledge of database management systems with skills in PostgreSQL (or Microsoft SQL Server, MySQL) for data extraction, querying and reporting.
  • Knowledge and experience of mobile data collection tools such as ArcGIS Survey123, ArcGIS Field Maps or equivalent.
  • Knowledge and experience in the use of GIS software, especially Esri tools such as ArcGIS Pro and ArcGIS Dashboard.
  • Knowledge of data collection tools such as KoboToolbox or ODK.
  • Strong GIS map production skills.
  • Excellent analytical skills with meticulous attention to details.
  • Ability to work effectively in a team in a culturally diverse environment.
  • Ability to work well under stress in a fast-paced environment.
  • Excellent management skills and ability to motivate and prioritize work.
  • Strong organisational, planning, and problem-solving skills.

Desirable:

  • Knowledge of Business Intelligence tools such as Power BI.
