MERL Capacity Building and Baseline Study Consultant

Role Summary

ChildFund Sri Lanka is seeking a consultant or consultancy firm to conduct a baseline study and provide MERL capacity building for the STEP project. The consultant will establish baseline values for project indicators, develop data collection methodologies, and train staff on baseline study development and implementation.

Key Responsibilities

• Develop a robust baseline study design, including sampling strategy and methodology.
• Develop data collection tools aligned with the project's Results Framework.
• Train partner organization and Direct Implementation (DI) staff on baseline study design, data collection, quality assurance, and reporting.
• Conduct baseline data collection, analysis, and reporting using quantitative and qualitative methods.
• Provide recommendations to strengthen project implementation and the overall monitoring, evaluation, and learning system.
• Deliver comprehensive reports including an inception report, training manuals, and a final baseline report.

Requirements/Qualifications

• Must be a legal citizen of Sri Lanka.
• Professional experience in monitoring, evaluation, research, and learning, with a minimum of 3 previous baseline studies.
• Experience in both qualitative and quantitative research with efficient data collection teams.
• Proficiency in SPSS or similar statistical software for quantitative analysis and experience with qualitative analysis software.
• MEAL expert with a minimum of 10 years of experience in project monitoring and evaluation.
• Experience working with Non-Governmental Organizations.
• No conflicts of interest with ChildFund Sri Lanka.
• Must adhere to child protection, safeguarding, and data protection policies.

Location

The project operates in 03 districts: Batticaloa, Mullaitivu, Trincomalee, Nuwara Eliya, Matale, Monaragala, Hambantota, and Puttalam.
