Technical Officer - Civil & Procurement

Key Responsibilities

• Prepare and issue RFQ packages based on project specifications.
• Identify and shortlist reliable contractors, suppliers, and service providers.
• Conduct technical and financial evaluations of submitted quotations.
• Correlate vendor rates with the BOQ to ensure market competitiveness.
• Prepare comparison sheets and data-backed vendor selections for management.
• Analyze drawings to ensure quotations cover all architectural and structural requirements.
• Audit proposals to eliminate hidden costs or missing scope items.
• Monitor daily progress to ensure contract and schedule compliance.
• Verify work completion percentages to facilitate progress payments.
• Act as the primary link between operations, finance, and external contractors.

Requirements

• Must be a Christian.
• Must hold an NDT in Civil Engineering, or an equivalent qualification such as HNDE or NDES.
• 1–2 years of experience in a dual role encompassing site supervision and quantity surveying or procurement.
• Proven expertise in detailed price analysis and vendor rate comparison.
• Advanced proficiency in reading blueprints and architectural/structural drawings.
• High level of competence in Excel-based data management and progress reporting.
• Strong ability to secure competitive terms while maintaining ethical judgment and integrity.
• Effective coordination skills to act as a liaison between site operations and finance departments.
