Specialist in Disability Inclusion and Gender-Based Violence

Role Summary

The Family Planning Association of Sri Lanka (FPA Sri Lanka) is seeking a qualified consultant with expertise in disability inclusion and gender-based violence to provide technical support for the design, ethical implementation, data collection, analysis, interpretation, and dissemination of a study on Sexual and Reproductive Health Needs, Service Access, and Gender-Based Violence among Women with Disabilities.

Location

Colombo, Batticaloa, Nuwara Eliya, and Kilinochchi (with remote and in-person inputs as required).

Key Responsibilities

• Provide technical guidance to finalize and operationalize the study protocol, questionnaire, training package, referral protocol, and field procedures.
• Strengthen ethical aspects of the research and facilitate ethical clearance.
• Strengthen disability-inclusive, gender-sensitive, and survivor-centered approaches.
• Build the capacity of field supervisors and data collectors.
• Support data quality assurance, field monitoring, analysis planning, and interpretation of findings.
• Contribute to final reporting, dissemination, and translation of findings into practical recommendations.

Requirements/Qualifications

• Advanced degree in Public Health, Community Medicine, Medicine, Nursing, Midwifery, Sociology, Gender Studies, Disability Studies, Psychology, Social Work, Demography, or a related discipline.
• Additional training or demonstrated experience in gender-based violence, disability inclusion, research ethics, safeguarding, and sexual and reproductive health.
• Minimum of 10 years of professional experience in SRH, GBV, disability inclusion, social research, or development programming.
• Proven experience in designing, implementing, or technically supporting quantitative or mixed-method health or social research, particularly among women, persons with disabilities, or vulnerable populations.
• Strong understanding of SRH, contraception, reproductive cancer screening, GBV response, disability rights, intersectionality, and ethical procedures for sensitive research.
• Familiarity with the national health system response to GBV and disability inclusion.
• Experience with disability-inclusive communication, reasonable accommodation, functional disability measurement, and electronic data collection platforms (e.g., KoBoToolbox or ODK).
• Excellent written and spoken English; proficiency in Sinhala and/or Tamil is highly desirable.

Salary/Benefits

Remuneration will be negotiated based on the consultant’s qualifications, experience, and agreed level of effort. The consultancy is expected to require approximately 30 working days, spread intermittently from August 2026 to June 2027.
